Our Founder
Kim Garrett-Funk
Chief Visionary Officer & Founder
For over 24 years, Kim Garrett-Funk has dedicated her career to supporting victims of crime. She founded Palomar in 2017, a collaborative initiative that unites agencies to serve and protect survivors of abuse, and leads the $42 million MAPS 4 project to create a state-of-the-art facility for survivors and their children.
Kim began her advocacy in Reno, NV, and later established the Oklahoma City Police Department’s Victim Services Program, recognized internationally for excellence. She has served on state and national task forces, testified before the President’s Commission for the Administration of Justice, and spoken at the 30th anniversary of the Violence Against Women Act at the White House. Her leadership and impact have earned numerous honors, including the OCPD Medal for Meritorious Honor, induction into the Oklahoma Women’s Hall of Fame, and recognition as “Women of the Year” by 405 Magazine.
